| MEDICAID OVERVIEW Medicaid is a joint federal/state program that came into existence in 1965 to provide medical assistance to low-income persons who are aged, blind, disabled or are members of families with dependent children. Each state has its own agency that oversees Medicaid. Each state has its own set of agency regulations, policies, procedures, administrative decisions and court decisions. In Missouri this agency is known as the Division of Family Services, a division of the Department of Social Services. The federal government sets certain minimum conditions that all state Medicaid programs must comply with. However, once the minimums are satisfied, the states are given latitude in designing their programs. As a result, every state may have a slightly different Medicaid program. | | General Eligibility Requirements in Missouri |  | The following are the general eligibility requirements an individual must meet to qualify for benefits under the Missouri Medicaid Program for nursing home care. - An individual must be age 65 or over, blind, or permanently and totally disabled.
- An eligible individual must be a U.S. citizen or a permanent resident and a resident of Missouri or intend to remain in Missouri.
- An individual must provide proof of social security number or apply for one.
- An eligible individual may not have "available resources" in excess of $999.99. Married couples may be allowed to divide assets which can protect a certain amount of assets for the spouse remaining at home. For a list of available resources see "Assets - Exempt and Non-Exempt". - All individuals planning to enter a Medicaid nursing facility are subject to pre-admission screening and then must reside in a Medicaid bed in the facility to be eligible.
